The Public Health Nurse's Role in a Pandemic

To assist stop the spread of COVID-19, these nurse leaders are actively involved on numerous levels.

Immediately following World War II, President Harry S. Truman referred to public health nurses as "one of the most important groups of health workers in the country."1 The job of these public health professionals is more important than ever right now as we fight a different type of war, one against the coronavirus disease.

"Public health nurses are at the forefront of the global epidemic of COVID-19, which is a public health emergency. They participate in mobile strike teams that look into case contacts, provide information on self-isolation and quarantine through hotlines and house visits, and interpret the CDC's (Centres for Disease Control and Prevention) quickly evolving recommendations. In "A Call to Action for Public Health Nurses during the COVID-19 Pandemic," published in the journal Public Health Nursing, Joyce Edmonds, Shawn Kneipp, and Lisa Campbell write that public health nurses are dependable and experienced responders during infectious disease emergencies, offering safe, effective, and non-discriminatory care to the communities in which they serve.

METHOD Sample and Environment

A convenience sample was used in a descriptive survey design. Through their electronic mailing list for members, the National Association of Paediatric Nurse Practitioners (NAPNAP) members received the survey electronically. The NAPNAP stated having more than 8,200 members as of the time of writing. All members are automatically added to the NAPNAP member electronic mailing list database unless they specifically choose not to receive emails from the group. Board certified nurse practitioners who devote at least 50% of their clinical time to caring for children were eligible for inclusion. Non-nurse practitioners, healthcare professionals not engaged in clinical practise, and those who devote less than 50% of their clinical time to children were all excluded from the study. Unknown was the total number of eligible participants.

Abstraction of data

After getting a preliminary understanding of the literature during a separate phase of the project (survey development), subheadings were selected for data extraction based on (1) topics and issues that were prominent in the literature, (2) the content we thought to be most appropriate for meaningfully answering our research questions, and (3) feedback from our steering committee. The pertinent information from each article was extracted onto an Excel spreadsheet after the final list of 38 includable articles was determined. A sub-sample of 20 articles was used to pilot the data extraction form to make sure it was simple to use, consistent in its interpretation, and captured all pertinent data.

The two data extractors (GC and DS) created the data extraction categories through an initial iterative procedure; the headings are listed in Table 1. One of two reviewers (GC or DS) extracted the data from each manuscript, while the other extractor independently checked the data for accuracy and quality. Practical decisions, doubts, or conflicts were settled by discussion, first between the independent reviewers and then, if necessary, with the entire project team.

Synthesis

The structure for our synthesis was established by the headings on our data extraction sheet. The retrieved data was individually grouped by two team members (GC and DS) to create the initial themes under each area (such as CYP, parents, etc.). Before agreement was established on the final themes, preliminary groupings were thoroughly discussed (if necessary, also with the larger team) and assessed by a second independent reviewer (SB).
